In short :

1. Cellular phone payments do not require initial investment in buying H/W and you do not need distribution and maintenance

However :

1. There is a very high transaction cost for the user (with cellular payments )
2. Enforcement is a lot more expensive

All and all Cellular parking is less convenient and far more expensive for the user and for the city (or operator)

In general it is true that each technology has advantages for a specific user group : In Car meters are the preferred method for "heavy parkers " whereas cellular payments are more suitable for occasional users
