Oregon changed its laws a few years ago to require that the person with the disability had to be transported the the on street parking space where the placard is displayed. The DMV issues a driver's license, or ID card with a number similar to a license, to each disabled person. Their placard carries the same number and expires with the license/ID. The law requires that the disabled person transported to that parking space be able to show the license/ID or they are in violation. You still face the problem of being there when the car is parked and the driver and/or disabled person is present. Our efforts to change from free to paid on street parking for disabled made it all the way to legislative committee this year. Significant progress, but not success yet.
