No matter what type of system is used you will always have people parking illegally in parking spaces reserved for the disabled. Even though the best tool is to educate the general public - it is not always the most effective, therefore to get the message out to motorists fast is to have steady enforcement of the parking regulations either by increasing patrols or by having a parking control officer stay on-site with high visibilty and tag as needed.
This has worked at two of our sites that we service - now patrol are less as the public is aware of the enforcement and regulations.
