Here's a suggestion I encountered somewhere - may have been Omaha, Nebraska. They punch a hole in the placard representing the handicaped person - on one side for male and the other for female. Based on the general age of the person - near the top for 80+, down a little for 60-80, and so forth.

Once the laws are in place a police officer or maybe even a parking control officer can verify if the proper owner is using the placard. For instance, if a young man jumps out of the car using a placard with a hole punched near the top right side (meaning a elderly female) some action may be taken.
