| Greg, There are a variety of ways that free handicapped parking can be mis used or abused. 1. People who have a disabled relative often use the placard or drive the car with disabled plates when the disabled person is not in the vehicle. 2. Some doctors will sign the paperwork required by the Department Of Motor Vehicles without ensuring the individual fits the disabled criteria established by the Code. 3. There are forged handicapped placards being sold in the community. Not too long ago there was a big scandal about UCLA Football players using handicapped placards to park in special zones on Campus. You may have read about it. I am certain every State and or Jurisdiction has examples of such misuse or abuse --- anyone else out there wish to share?? Kaye |
